Долання кадрового дефіциту під час ліберальних реформ 1860–1870-х рр.: особливості українських ґуберній Російської імперії

Abstract

Аналізується політика верховної влади Російської імперії у сфері кадрового забезпечення ліберальних перетворень 1860–1870-х рр. З’ясовано заходи, до яких удавалася держава, аби реалізувати масштабні завдання – селянську реформу, мобілізацію самоврядування, забезпечення рівності всіх підданих перед законом, перехід до загальної військової повинності та на акцизну систему, удосконалення й удоступнення освіти. Виявлено, які з них і чому мали локальний характер, запроваджуючись лише в українських ґуберніях Російської імперії.In this article there are analysed the policy of supreme authority of Russian Empire in the area of the cadre providing of liberal reforms of 1860–1870th. It is found out the measures the state to provide the realization of wide tasks – liquidation of serfdom, inputting the self-government in the local level, reformation the court on the basis of overall juridical equality, the change-over to general conscription and excise system, deepening the education and expansion of its network for general public. It is showed up which of them had local character and entered exclusively in the Ukrainian provinces of the Russian empire.
