Перебудови та ремонти в спорудах чернігівського будинку губернського правління першої третини ХІХ ст.

Abstract

У статті йдеться про стан приміщень споруди колишнього будинку архієпископа на території Валу. Подається інформація щодо регулярних пошкоджень, яких зазнавали приміщення тодішніх казенних будівель губернського правління та казенної палати. Розкривається система контролю за станом даних споруд, режим ремонтних робіт, кошторисні витрати тощо.В статье речь идет о состоянии помещений сооружения бывшего дома архиепископа на территории Вала. Подается информация относительно регулярных повреждений, которые получали помещения тогдашних казенных строений Губернского Правления и казенной палаты. Раскрывается система контроля за состоянием данных сооружений, режим ремонтных работ, также расходы по сметам.The article deals with the condition of the premises of the former archbishop’s house on the territory of Chernihiv Val. The history of this structure has many undefined moments and questions. In the beginning of the XIXth century this building was used for the needs of the local Treasury Chamber and Provincial Government. Accordingly, conditions of the building should have been taken care of by local officiaries. Including, to carry out repair works. Information is provided about regular damages that were received by the premises of the those state buildings of the Provincial Government and the Treasury Chamber. The system of monitoring for the condition of these structures, the mode of repair works, and also the costs of estimates are disclosed. For these repair works, private persons were involved, including serf peasants. Exploring this subject there are questions about the almost annual repair work in the above-mentioned premises. It is quite likely that this moment is explained by the embezzlement of local officials. Also, as documents of the archive show, the inertness and slowness of the bureaucratic machine of the then government.
