Відповідальність працівників Вінницького обласного УНКВС за правопорушення: динаміка і статистика (1935-1938 рр.)

Abstract

У статті розглянуто правопорушення, які вчиняли співробітники радянських органів державної безпеки у своїй діяльності та їхню відповідальність. На основі аналізу розпоряджень Вінницького обласного УНКВС про накладення стягнень на чекістів за правопорушення автор визначив та класифікував основні види протиправних дій і з'ясував міру відповідальності за їх здійснення. Дослідник навів статистичні дані вчинених правопорушень і проаналізував їхню динаміку за період з 1935 р. по 1938 р.The article deals with offenses committed by Soviet security employees in their activity. It also highlights the responsibility for their dids. On the basis of analysis of Vinnytsia regional NKVD orders on imposing penalties on security officers for offenses the author has identified and classified the major types of illegal actions and studied a measure of responsibility for their commitment. The researcher has cited statistics of offenses committed and analyzed their dynamics in the period from 1935 to 1938. It was established that the most severe responsibility was for violation of official duties and executive discipline, financial improprieties, as well as poor operational-agent work. The author draws attention to the numerous violations of «socialist code». But their perpetrators were treated mildly. The punishment was not so much for the violation of the rights of the accused, prisoners or suspects, as for the fact of non-compliance with the revolutionary law of the Chekist, which was considered the of discredit the authorities. It was concluded that the facts of the systematic commission of certain types of violations, in particular the so-called «revolutionary law» in 1935–1936, subsequently became the cause of unlawful arrests, fabrication of cases and mass death sentences during the «Great terror» period of 1937–1938.В статье рассмотрены правонарушения, которые совершали сотрудники советских органов государственной безопасности в своей деятельности и их ответственность. На основе анализа распоряжений Винницкого областного УНКВД о наложении взысканий на чекистов за правонарушения автор определил и классифицировал основные виды противоправных действий и выяснил меру ответственности за их совершение. Исследователь привел статистические данные совершенных правонарушений и проанализировал их динамику за период с 1935 по 1938 гг.
