Роль власників і старост у міському житті Волині XVI – першої половини XVII ст.

Abstract

У статті розглянуто вплив власників приватних міських осередків та старост королівських міст на їхній розвиток. З’ясовано, що власники приватних міст мали визначальний вплив на функціонування міських осередків, оскільки саме вони засновували міста, сприяли наданню їм маґдебурзького права, торгів та ярмарків, а це було запорукою успішного економічного розвитку міст. Водночас заснування міст власники розглядали як бізнес-проект, від якого очікували зиску. Це своєю чергою пояснює старання власників отримати максимальний прибуток з міст, що вело до визиску міщан, а нерідко до втручання власників у міське життя. Старости були управителями короля на місцях, яким доручалося сприяти обороноздатності міст, їхньому розвитку та забезпеченню порядку на підвладній території. На практиці, окрім цього, старости зазвичай значно перевищували свої повноваження, активно втручаючись у міські справи та утискуючи міщан.The article considers the influence of the owners of private towns and the starostas of royal cities on their development. It was found out that the owners of private towns had a decisive influence on the functioning of the city centers, since they were their founders, contributed to the granting of the Magdeburg law, annual and weekly fairs, as it was the key to successful urban economic development. At the same time, the owners considered the foundation of the town as a business project, from which they expected some benefits. This, in turn, explains the owners’ efforts to get the maximum profit from the towns, and such approach led to the exploitation of the burghers, and often the interference of the owners into the urban life. The starostas were the representative governors of the king on the local level, who were entrusted to contribute to the defense of cities, their development and the maintenance of order within the subject territory. In practice, besides this, the starostas usually considerably exceeded their authority, actively interfered in the urban life and oppressed the burghers.
