Черкаська міська дума в 1900–1919 рр.: склад, повноваження, функції

Abstract

У статті аналізується діяльність Черкаської міської думи як виборного розпорядчого органу самоврядування повітового міста на початку ХХ ст. Наголошено на ролі гласних у процесах розбудови міста, виробленні та прийнятті рішень з актуальних проблем міського життя, розкрито взаємини з повітовим земством. З’ясовано, що важливими напрямками її діяльності було вирішення питань благоустрою міста, розвитку торгівлі та промисловості, охорони здоров’я, освіти. Показано роботу думи у період Першої світової війни, зокрема з організації лікування поранених військових. Розглянуто також особливості органу міського самоврядування в умовах революційних подій 1917–1919 рр. (до ліквідації більшовицьким режимом).The article analyzes the activity of the Cherkasy City Duma as an elected administrative body of the regional city self-government at the beginning of the 20th century. The role of vowels in the processes of city development, development and decision-making on current problems of city life is emphasized, relations with the district zemstvo are revealed.It was found out that the important areas of its activity were solving issues of city improvement, development of trade and industry, health care, and education. The work of the Duma during the First World War is shown, in particular, in the organization of treatment of wounded soldiers. The peculiarities of the city self-government body in the conditions of the revolutionary events of 1917–1919 (before liquidation by the Bolshevik regime) were also considered).
