Abstract

Автор докладно досліджує історію створення й діяльності Відділу національних меншин при НКВС УСРР, уважачи її характерним проявом етнополітичного курсу більшовиків на етапі зміцнення радянської влади в Україні.The author examines in details the history of the foundation and development of the Department of national minorities attached to the People’s Commissariat of Internal Affairs of the USRR. He considers it manifestation of the ethnic factor in the Bolsheviks’ course of consolidating Soviet rule in Ukraine.
