Територіальна управлінська система в Україні: теоретико-методологічні проблеми оптимізації

Abstract

У статті висвітлюються теоретико-методологічні підходи, придатні для осмислення й оптимізації процесів сучасного адміністративно-територіального устрою. Аналізується співвідношення понять «глобалізація» й «регіоналізація», «центр» і «периферія», «централізація» й «децентралізація», простежується ієрархія рівнів територіального управління, пропонуються механізми його реформування в контексті вдосконалення системи місцевого самоврядування в Україні.The article examines methodological theoretical approaches, capable of interpretation and optimization of the processes of the present-day administrative-territorial system. The author analyses relations of the concepts «globalization» and «regionalization», «center» and « periphery», «centralization» and «decentralization», traces the hierarchy of the levels of the territory administration, suggests the mechanisms of its reformation in the context of improvement of the system of local government in Ukraine.
