Особливості формування та складу верхніх палат у парламентах країн Центральної та Східної Європи

Abstract

Проаналізовано особливості сучасного бікамералізму в країнах Центральної та Східної Європи на підставі порівняння процедур формування й атрибутів складу верхніх палат національних парламентів. Запропоновано історичний огляд розвитку двопалатності в країнах Центральної та Східної Європи. Оцінено представництво жінок у верхніх палатах, а також професійність складу останніх.The article is dedicated to analyzing the features of modern bicameralism in states of Central and Eastern Europe on the basis of comparison of formation procedures and the upper chambers of national parliaments attributes. The author made a historical review of bicameralism in Central and Eastern Europe. The article examines the evaluation of women’s representation in the upper houses of Central and Eastern European states, and also researched the level of upper houses professionalism.
