Деякі аспекти класифікації прав громадян у сфері державного управління

Abstract

В статье рассматриваются актуальные проблемы классификации прав граждан в области государственного управления, делается попытка определения наиболее эффективных критериев классификации, аргументируется абсолютный приоритет прав человека над интересами государства как основа для усовершенствования системы прав человека в области государственного управления.The most urgent problems of the classification of human rights in the field of state administration are introduced in this article; there have been made an attempt of the definition of the most effective criteria of the classification; and the absolute priority of human rights over the state interests has been argued as a basis for the improvement of the human rights system in the field of state administration.
