Економічна ефективність неприбуткових організацій: методологія та особливості

Abstract

У статі здійснено аналіз законодавчої бази щодо створення та функціонування неприбуткових організацій в умовах ринкової економіки. Розкрито суть, значення та принципи діяльності неприбуткових організацій в Україні. Розглянуто теоретичні основи аналізу економічної ефективності неприбуткових організацій. Досліджено методики розроблені Бондаренком Ю.Р., Вакуленком А., Гілетою О.П. та іншими. На основі проведеного аналізу, запропоновано власне бачення підходу до оцінки економічної ефективності неприбуткових організацій.В статье осуществлен анализ законодательной базы относительно создания и функционирования неприбыльных организаций в условиях рыночной экономики. Раскрыта суть, значение и принципы деятельности неприбыльных организаций в Украине. Рассмотрены теоретические основы анализа экономической эффективности неприбыльных организаций. Исследованы методики разработанные Бондаренком Ю.Р., Вакуленком А., Гилэтою О.П. и другими. На основе проведенного анализа, предложено собственное виденье подхода к оценке экономической эффективности неприбыльных организаций.The need for the involvement of nonprofit organizations to the solution of socio-economic problems of the country in order to create a social state is grounded in the article. The analysis of the legislation framework for the establishment and operation of nonprofit organizations in a market economy is conducted. The essence, significance and principles of nonprofit organizations’ activities in Ukraine are developed in the article. Theoretical foundations of analysis of economic effectiveness of nonprofit organizations are considered. The methods developed by Bondarenko J.R., Vakulenko A., Hileta O.P. and others are investigated. On the basis of conducted analysis the own vision of the approach to assessing the economic effectiveness of nonprofit organizations is proposed. In accordance with this, economic effectiveness of nonprofit organizations should be considered fully as a sum of financial, social and ecological effects. The financial effect lies in obtaining passive incomes, self-sufficiency or incurred expenditures. This is not a major factor in assessing the activities of nonprofit organization but it is worth paying attention while assessing its effectiveness. The social effect of the activities of nonprofit organization, that is formed to represent the interests of the founders, must consider: the amount of additional income earned by its members, the amount of additional payments to the budgets of all levels, the number of new work places created, investments in the state infrastructure, increase in positive balance of the international trade turnover and others.
