Безналичные расчеты в Украине: современные тенденции и перспективы

Abstract

В статье исследованы основные направления совершенствования безналичных розничных платежей, влияние законодательной базы на увеличение доли безналичных платежей. Проанализированы основные законодательные акты 2013 года, способствующие развитию безналичных платежей, выявлены преимущества и недостатки государственного регулирования безналичной формы расчетов. Автором определены факторы, препятствующие их развитию, и разработаны рекомендации по повышению эффективности безналичных расчетов.У статті досліджено основні напрями вдосконалення безготівкових роздрібних платежів, вплив законодавчої бази на збільшення частки безготівкових платежів. Проаналізовано основні законодавчі акти 2013 року, що сприяють розвитку безготівкових платежів. Виявлено переваги і недоліки державного регулювання безготівкової форми розрахунків. Автором визначені фактори, що перешкоджають їх розвитку, та розроблено рекомендації щодо підвищення ефективності безготівкових розрахунків.At the present stage of development of the national economy and financial stability in Ukraine, one of the priorities is to increase the share of non-cash payments in the money supply. A high level of cash payments restricts the banking system in the mediation and deprives the economy of major investment and credit resources. More generally, the benefit to the banking system is a clear declaration of the state of the course to increase the share of non-cash payments in the economy, which will reduce maintenance costs and increase cash flow their income through cashless payments service, including retail chains. The above study underlines the relevance of the problem addressed in the paper and defines the main purpose of this article - definition and justification of key legal and methodological approaches effective organization of cashless payments in the application of the latest banking and information technology. The author analyzes the legal aspects of the organization of cashless payments, identified obstacles to their optimization, development, analyzed the advantages and disadvantages of government regulation. The main directions of optimization of the process in Ukraine. Ukranian non-cash payments market is very promising. Its potential lies in two areas: increase in the number of cardholders and expanding the list of services that can be paid via credit cards.
