Процесс определения выбора Турцией моделей безопасности в Черноморском регионе

Abstract

В статье анализируется процесс определения моделей безопасности в Черноморском регионе турецкими исследователями с точки зрения различных направлений и партий. Преобладающие «модернистские» и «националистические» концепции предусматривают повышение роли Турции на мировой арене за счет усиления влияния на бывших территориях Османской империи. Автор подчеркивает, что усиление стремления Турции создать общее экономическое пространство между ЕС и ОЧЭС будет способствовать укреплению региональной стабильности и безопасности в регионе.У статті аналізується процес визначення моделей безпеки в Чорноморському регіоні турецькими дослідниками з точки зору різних напрямів і партій. Переважаючі «модерністські» і «націоналістичні» концепції передбачають підвищення ролі Туреччини на світовій арені за рахунок посилення впливу на колишніх територіях Османської імперії. Автор підкреслює, що посилення прагнення Туреччини створити спільний економічний простір між ЄС та ОЧЕС сприятиме зміцненню регіональної стабільності та безпеки в регіоні.The article analyzes the process of estimation of security models in the Black Sea region by Turkish researchers, from the perspective of different trends and parties. "Modernist" concept is focused on the strengthening of cooperation with Europe and the entry into the EU, making accent on a region-wide cooperation, than bilateral cooperation between the countries of the Black Sea region. Representatives of the "nationalist" trend, focusing on the understanding of the role of Turkey as a new regional leader, consider it necessary to conduct an independent policy, not to build an international strategy submitting position of Western countries. It should be noted that on a practical level, "modernist" and "nationalist" concepts are combined in the foreign policy of the ruling party, embodying moderate Islamism. The most important element of the emerging strategy in the Black Sea Region is that Turkey and Russia are closer together on the basis of balancing between the West and radicalized Islamic world. Conversely, many supporters of the secular authorities and even moderate Islamists believe that Turkey would be the correct alternative to neoosman idea based on a special place between Europe and Asia. The author underlines positive trends in Turkish policy, namely, increased desire to create a common economic space between the EU and BSEC, activation of economic cooperation that will also have political consequences – strengthening regional stability and security.
