Умови, логіка та методичне забезпечення розробки й реалізації «Плану повоєнного відновлення України»

Abstract

Аналіз й узагальнення тенденцій розвитку глобальної економіки та геополітики дає гносеологічні та науково-практичні підстави дійти висновку, що відсутність стратегічно орієнтованого і разом із тим максимально конкретного за змістом нормативно-правового документу «План повоєнного відновлення України» постає викликом і загрозою не тільки для України. При цьому, «План відновлення України», представлений до конференції Ukraine Reform Conference URC 2022 в Лугано, в її підсумковому документі «Декларація Лугано» правомірно було визначено як «проєкт Плану відновлення та розвитку», котрий «потребує консультацій та адаптивності». Інший План –Ukraine Facility Plan за визначенням не є стратегічним, бо від початку обмежений за часовою ознакою періодом 2024-2027 рр. Світовий досвід свідчить, що конкретність подібних стратегічно орієнтованих планів забезпечується, насамперед, провадженням сукупності інструментів-режимів, спрямованих на досягнення конкретно поставлених завдань в межах чітко визначених часових періодів. Отже, у сфокусованому визначенні в даній проєкції постає складна міждисциплінарна та міжкультурна проблема економічної режимології щодо опрацювання на підґрунті узагальнення відповідного світового досвіду економічних режимів розробки та реалізації «Плану повоєнного відновлення України». Мета статті: на підґрунті аналізу світового досвіду повоєнного розвитку країн Європи та індо-тихоокеанського субрегіону ідентифікувати економічні режими з метою подальшої розробки «Плану повоєнного відновлення України» та визначити підходи щодо методичного забезпечення їх провадження у вітчизняну практику. Новизною статті є ідентифікація інструментів і режимів повоєнного розвитку України (з класифікацією визначальних із них) та опрацювання основ методичного забезпечення практичного провадження економічної режимології із застосуванням концепції та прикладного інструментарію антисипативного менеджменту.Analysis and generalization of the trends in the development of the global economy and geopolitics provides epistemological and scientific and practical grounds to conclude that the absence of a strategically oriented and at the same time as specific in content regulatory and legal document “Ukraine’s Post-war Recovery Plan” poses a challenge and threat not only to Ukraine. At the same time, the “Ukraine Recovery Plan”, presented to the Ukraine Reform Conference URC 2022 in Lugano, in its final document “Lugano Declaration” was rightly defined as a ” Recovery and Development Plan draft”, which “requires consultations and adaptability”. Another one – Ukraine Facility Plan is not strategic by itself, because it is initially limited in time to the period 2024-2027. World experience shows that the specificity of such strategically oriented plans is ensured, first of all, by the implementation of a set of instruments-regimes aimed at achieving specifically set tasks within clearly defined time periods. Thus, in a focused definition, this projection presents a complex interdisciplinary and intercultural problem of economic regimeology regarding the elaboration on the basis of generalization of the relevant world experience of economic regimes for the development and implementation of the “Ukraine’s Post-war Recovery Plan”. The purpose of the article: on the basis of an analysis of the world experience of the post-war development of the countries of Europe and the Indo-Pacific subregion, to identify economic regimes for the purpose of further development of the “Ukraine’s Post-war Recovery Plan” and to determine approaches to methodologically ensuring their implementation in domestic practice. The novelty of the article is the identification of the instruments and regimes of post-war development of Ukraine (with a classification of the most important of them) and the elaboration of the foundations of methodological support for the practical implementation of economic regimeology using the concept and applied tools of anticipatory management.
