Застосування принципу самовизначення на прикладі референдумів в Австрії (1919–1921 рр.)

Abstract

Мета статті: розглянути досвід проведення референдумів як засобу мирного врегулювання територіальних і міжетнічних конфліктів у післявоєнній Європі на прикладах Форарльбергу (1919), Каринтії (1920) та Шопрона (1921); визначити особливості врегулювання міжнародних конфліктів шляхом проведення референдуму. Використані як загальнонаукові методи: аналіз, синтез, опис, пояснення тощо, – так і спеціальні, зокрема історико-порівняльний та історико-системний. Наукова новизна. Проаналізовано політичні, економічні та етнокультурні передумови ініціювання плебісцитів, хід голосування та реакцію міжнародної спільноти. Особлива увага приділена впливу міжнародних договорів (Сен-Жерменського, Тріанонського) та участі великих держав у формуванні нової політичної карти Європи. Висвітлено роль місцевих ініціатив, державної політики та міжнародного моніторингу в забезпеченні легітимності референдумів. Висновки. Випадки Форарльбергу, Каринтії та Шопрона демонструють різні підходи до реалізації права народів на самовизначення залежно від політичного контексту, участі міжнародної спільноти та внутрішньої стабільності держав. Досвід розглянутих плебісцитів засвідчує, що за умов прозорості, політичної волі та міжнародної підтримки референдум може стати ефективним інструментом для запобігання конфліктам і стабілізації ситуації в регіоні.

The purpose of the publication: to consider the experience of holding referendums as a means of peaceful settlement of territorial and interethnic conflicts in post-war Europe using the examples of Vorarlberg (1919), Carinthia (1920) and Sopron (1921); to identify features of the settlement of international conflicts through a referendum. Both general scientific methods were used: analysis, synthesis, description, explanation, etc., and special ones, in particular historical-comparative and historical-systemic. The scientific novelty. The political, economic and ethnocultural prerequisites for initiating plebiscites, the course of voting and the reaction of the international community are analyzed. Special attention is paid to the influence of international treaties (Saint-Germain, Trianon) and the participation of major powers in shaping the new political map of Europe. The role of local initiatives, state policy and international monitoring in ensuring the legitimacy of referendums is highlighted. Conclusions. The cases of Vorarlberg, Carinthia and Sopron demonstrate different approaches to the implementation of the right of peoples to self-determination, depending on the political context, the involvement of the international community and the internal stability of the states. The experience of the considered plebiscites shows that, under conditions of transparency, political will and international support, a referendum can become an effective tool for preventing conflicts and stabilizing the situation in the region.
