Питання безпеки столиці й територіального захисту країни у працях С. Рудницького в контексті російсько-української війни (2014–2024)

Abstract

Стаття присвячена висвітленню питань безпеки й територіального захисту країни у працях Степана Рудницького 1914–1927 рр. Учений першим з українських науковців початку ХХ століття почав говорити про необхідність розвитку військової географії як науки, вивчення її у середніх та вищих спеціалізованих навчальних закладах. На сторінках своїх публікацій він розглянув низку актуальних питань розуміння українського ландшафту та використання його особливостей під час війни; проаналізував місця розташування всіх історичних столиць колишніх державних утворень на теренах, заселених українцями, з точки зору забезпечення необхідними ресурсами та захисту на випадок воєнних дій; окреслив проблему забезпечення радянської України необхідною кількістю топографічних мап і підготовки населення до роботи з ними, а також чимало інших. Значну кількість розглянутих питань учений виклав на сторінках спеціалізованих часописів або в окремих монографіях, решту – в тогочасних підручниках. У контексті сучасної російсько-української війни чимало проблем, на яких наголошував Степан Рудницький ще понад 100 років тому, виявилися напрочуд актуальними. Деякі рішення, запропоновані науковцем, цілком могли бути розглянуті й навіть запроваджені саме зараз, або втілені вже після закінчення війни в умовах нового повоєнного світу.

The article is devoted to the coverage of issues of security and territorial defense of the country in the writings of Stepan Rudnytskyi from 1914–1927. The scientist was the first among the Ukrainian scientists of the beginning of the 20th century to speak about the need to develop military geography as a science, to study it in secondary and higher specialized educational institutions. In his publications, he considered a number of topical issues of understanding the Ukrainian landscape and using its features during the war; analyzed the locations of all historical capitals of former state entities on the territories inhabited by Ukrainians, from the point of view of providing the necessary resources and protection in case of military actions; outlined the problem of providing Soviet Ukraine with the necessary number of topographic maps and training the population to work with them, as well as many others. A significant number of questions considered by the scientist were presented by him on the pages of specialized journals or in separate monographs, the rest – on the pages of contemporary textbooks. In the context of the current Russo-Ukrainian war, many of the problems that Stepan Rudnytskyi emphasized more than 100 years ago turned out to be surprisingly relevant. Some of the solutions proposed by the scientist could well be considered and even implemented right now, or implemented already after the end of the war in the conditions of the new post-war world.
