Аналіз виконання кошторису як спосіб ефективного контролю використання коштів бюджетної установи

Abstract

У статті розглянуто особливості діяльності бюджетної установи; доведено важливість оцінки виконання кошторису як основного планово-фінансового, контролюючого, регулюючого документу бюджетної організації; виділено основні етапи аналізу виконання кошторису за основними показниками; досліджено стан виконання кошторису ВП НУБіП України «Великоснітинське НДГ ім. Музиченка»; обґрунтовано значення аналізу, як найдієвішого способу контролю за ефективним та раціональним використанням бюджетних коштів.

В статье рассмотрены особенности деятельности бюджетного учреждения; доказана важность оценки выполнения сметы как основного планово-финансового, контролирующего, регулирующего документа бюджетной организации; выделены основные этапы анализа выполнения сметы по основным показателям; исследовано состояние выполнения сметы ОП НУБиП Украины «Великоснитынское НИХ им. Музыченка»; обосновано значение анализа, как наиболее действенного способа контроля за эффективным и рациональным использованием бюджетных средств.

Effective existing of the economy is impossible without efficient use of public funds. Analysis of the budget of the budgetary organization makes it possible to evaluate the effectiveness of an institution dedicated resources, determine the causes of lack or over-budget, and thus control the rational expenditure of public funds to the effective management of budget organizations and institutions. Analysis of the budget should be performed in stages. The first phase deals with organizational matters, including: a selection of goals, objects, providing information analysis, matched the necessary methods and methodology, a system of indicators. Further, depending on the goals and objectives of the analysis is the selection of methods and techniques of analysis, a system of indicators. The main stage includes the process of examination and evaluation of performance indicators of its revenues and expenditures in the context of financing funds. According to the results of a comprehensive analysis of the budget assesses the rational use of selected institutions financial, material and human resources, the search for reserves increase the effectiveness of the budgetary organizations and institutions. The final stage deals with the developing specific proposals to address these deficiencies, improve the organization and use of the identified reserves. The study concludes that the analysis of the implementation of its revenues and expenditures is one of the most effective ways to control the effective and efficient use of budgetary resources, an important step in making managerial decisions on further development of the budgetary organizations and institutions.
