Согласование конфигураций сложных организационно-технических систем развития отраслей аграрного сектора

Abstract

Дослідження присвячено системному узгодженню конфігурацій складних організаційно-технічних систем розвитку галузей аграрного сектору. Воно базується на імітаційному моделюванні складових організаційно-технічних систем. Розроблено науково-методичні основи узгодження конфігурацій складних організаційно-технічних систем, що передбачають імітаційне моделювання складних систем на п’яти рівнях — операцій, часткових та узагальнених технологічних процесів, проектів і програм. Імітаційне моделювання виконується з урахуванням мінливих кліматичних і виробничих умов для заданої адміністративної території, що забезпечує адекватне визначення показників цінності. Виконано системне узгодження конфігурації системи кооперованого виробництва молочної продукції для кліматичних і виробничих умов Бродівського району Львівської області. Імітаційне моделювання складної організаційно-технічної системи проведено на двох ієрархічних рівнях (виробництва кормів і молока). Встановлено, що потреба у технічному оснащенні для доїння корів змінюється дискретно і залежить від продуктивності як доїльних апаратів, так і молочного стада. Встановлено, що при заданих виробничих умовах Заболотцівської громади Бродівського району Львівської області слід створювати кооператив з кормовиробництва для сімейних молочних ферм, який буде обслуговувати 165 голів. Визначено ефективну конфігурацію проектів створення систем виробництва кормів і молока. Отримані на прикладі розвитку галузі молочного тваринництва закономірності зміни показників цінності складних організаційно-технічних систем свідчать про те, що розроблені науково-методичні основи системного дослідження зазначених систем мають практичне застосування. Вони можуть використовуватися як в аналогічних, так і інших галузях аграрного сектору різних країн з урахуванням специфічного проектного середовища для якісного прийняття управлінських рішень щодо їх розвитку.

The research is devoted to the systematic harmonization of the configurations of complex organizational and technical systems of development of agrarian sectors. It is based on simulation modeling of components of organizational and technical systems. The scientific and methodological bases of harmonization of configurations of complex organizational and technical systems have been developed. They provide for simulation of complex systems at five levels — operations, partial and generalized technological processes, projects and programs. The simulation is performed taking into account the changing climatic and production conditions for the given administrative territory, which provides an adequate definition of the indificator of value. These indicators underlie the systematic harmonization of the configurations of complex organizational and technical systems for the development of agrarian sectors. Systematic coordination of the system of cooperative production of dairy products for the climatic and production conditions of the Brody district of Lvov region was performed. Simulation modeling of complex organizational and technical system is carried out at two hierarchical levels (production of feed and milk). It is established that the need for technical equipment for milking cows varies discreetly and depends on both the performance of milking machines and the productivity of the dairy cattle head. It is established that under given production conditions of Zabolottsivsky community of Brody district of Lvov region it is necessary to create a cooperative for feed production for family dairy farms, which will serve 165 heads of cows. The effective configuration of projects for the creation of food and milk production systems has been determined. Obtained regularities of change of indicators of value of complex organizational and technical systems on the example of the development of dairy farming show that the developed scientific and methodological bases of systematic research of these systems have practical application. They can be used in similar and other sectors of the agricultural sector of different countries, taking into account the specific project environment for quality management decisions on their development.
