Аналіз інституціональних аспектів розвитку смарт-промисловості в Україні

Abstract

На основі аналізу робіт вітчизняних науковців та синтезу смислового значення складових термінів, визначено зміст поняття «смарт-промисловість». Встановлено, що існуючі в Україні офіційні нормативні документи (Національна економічна стратегія до 2030 року та Стратегія відновлення, сталого розвитку та цифрової трансформації малого і середнього підприємництва на період до 2027 року) містять окремі положення щодо розвитку факторів, які у сукупності сприяють становленню смарт-промисловості. Зокрема це положення щодо розвитку Індустрії 4.0, сприяння інноваційній діяльності, посилення цифрової трансформації. Встановлено, що нормативні документи не містять чіткого алгоритму імплементація заходів, через що інституціональне забезпечення факторів розвитку смарт-промисловості потенційно є малодієвим. Обґрунтовано доцільність застосування структури стратегії, яка поручь із цілями, завданнями та заходами розвитку смарт-промисловості, міститиме положення про оцінку спроможності суб’єктів процесу до виконання покладених на них обов’язків, на основі чого визначатиметься механізм реалізації заходів передбачених стратегією.

Based on the analysis of the works of domestic scientists and the synthesis of the semantic meaning of the constituent terms, the content of the concept of "smart industry" was determined. It was established that the official regulatory documents existing in Ukraine (National Economic Strategy until 2030 and the Strategy for the Recovery, Sustainable Development and Digital Transformation of Small and Medium-Sized Enterprises for the Period until 2027) contain separate provisions on the development of factors that collectively contribute to the formation of smart industry. In particular, these are provisions on the development of Industry 4.0, promoting innovative activity, and strengthening digital transformation. It was established that the regulatory documents do not contain a clear algorithm for the implementation of measures, due to which the institutional support for the development factors of smart industry is potentially ineffective. The feasibility of using a strategy structure is justified, which, along with the goals, objectives and measures for the development of smart industry, will contain provisions on assessing the ability of the process subjects to fulfill their responsibilities, on the basis of which the mechanism for implementing the measures provided for by the strategy will be determined.
