Abstract

Для з’ясування логіки та мотивів ініціаторів закону 5655 здійснено систематизацію факторів, що впливають на ефективність будівельних бізнес-проєктів. Виявлено норми закону 5655, для створення: системи кваліфікації інженерів, приватних уповноважених осіб містобудівного контролю, містобудівної палати для їх покарання, підконтрольних великим девелоперам для отримання ними інфраструктурної ренти. Обґрунтовано негативний вплив закону 5655 на рівні: конкуренції, транзакційних витрат, ризиків інвестування, інновацій у будівництві та сталого розвитку громад.

In order to clarify the logic and motives of the initiators of Law 5655, a systematization of factors affecting the effectiveness of construction business projects was carried out. The norms of the law 5655 were revealed, for the creation of: a system of qualification of engineers, private authorized persons of urban planning control, the urban planning chamber for their punishment, under the control of large developers to receive infrastructure rent. The negative impact of Law 5655 on the level of: competition, transaction costs, investment risks, innovations in construction and sustainable development of communities is substantiated.
