Обоснование финансовой эффективности проектов развития индустриальных парков в Крыму с учетом ЧГП

Abstract

В статье выполнено обоснование финансовой эффективности проекта строительства и сдачи в аренду производственных площадей в рамках создания индустриальных парков Крыма; для этого использованы, как стандартные показатели – чистая текущая стоимость проекта NPV, внутренняя норма рентабельности IRR, срок окупаемости проекта, так и нестандартный показатель – соотношение ежегодной выручки и арендной платы за площади по производствам, планируемым к размещению в рамках индустриальных парков; ранжирование производств по этому соотношению позволило нам выявить приоритеты по очередности строительства площадей индустриальных парков Крыма в разрезе производств.

У статті виконано обґрунтування фінансової ефективності проекту будівництва та надання в оренду виробничих площ в рамках створення індустріальних парків Криму; для цього використані, як стандартні показники – чиста приведена вартість проекту NPV, внутрішня норма рентабельності IRR, термін окупності проекту, так і нестандартний показник – співвідношення щорічної виручки та орендної плати за площі за виробництвами, які плануються до розміщення в рамках індустріальних парків; ранжування виробництв за цим співвідношенням дозволило нам виявити пріоритети за черговістю будівництва площ індустріальних парків Криму в розрізі виробництв.

Feasibility study of project on building and giving in rent production premises in frames of creation the industrial parks in Crimea is done in the article; costs on building communications (water, electricity, gas), as well as production premises are calculated there and compared with average investments in the context of branches of production and with annual budget of Crimea; on this basis it is found, that budget can bear the costs of building infrastructure, alongside with it, the costs of building production premises might be financed by private investors, therefore, feasibility study of this project is rather actual; as standard characters of assessment financial effectiveness – net present value NPV, internal rental rate IRR, payback period, as nonstandard character – ratio of predicted annual sales and rental fees for premises, leased by enterprises, intended to place into industrial parks, are used there for feasibility study; ranking of enterprises according to this ratio allowed us to determine priorities on sequence of building premises in the context of enterprises in frames of creating industrial parks in Crimea; also categories of potential anchor investors are determined in the article, it is grounded, that they could belong to types of industries, that require, either well-known international brands, or implementing technical skills and secrets, for example, production of swimwear and other marine accessories, production of trickle irrigation systems.
