Історичні села України: на шляху до визнання

Abstract

Метою даного дослідження є вивчення методичних підходів та практичного досвіду з виявлення історичних сіл України. Розглянуті міжнародні правові засади становлення і сучасного розвитку охорони та збереження історичних населених місць та вітчизняні законодавчі та нормативно- правові документи з порядку визнання населеного місця історичним. Вивчені та проаналізовані офіційні документи та окремі науково-дослідні роботи з формування попередніх списків історичних сіл. На основі сформованої спеціалізованої геоінформаційної бази культурної спадщини сільських населених пунктів та розробленого критеріального апарату здійснено виділення історичних сіл у вигляді проекту відповідного списку із 390 позицій, який пропонується урядовим рішенням затвердити в якості доповнень до Списку історичних населених місць України. Представлено картографічну візуалізацію списку історичних сіл та селищ з відображенням окремих критеріїв їх виділення. Визначені основні законодавчі та нормативно-правові, науково-технічні, освітні та інші заходи з питань перспективного розвитку охорони та збереження історичних населених місць та історичних сіл, зокрема.

The purpose of this article is to study methodological approaches and practical experience in identifying historical villages of Ukraine. The study considers the international legal principles of the establishment and development of the protection and preservation of historical settlements and domestic legislative and regulatory documents on the procedure for recognizing a settlement as historical. For this purpose, official documents and some studies on the formation of preliminary lists of historical villages were analysed. On the basis of the specialized geo-informational database of the cultural heritage of rural settlements and the developed criteria apparatus, the allocation of historical villages was carried out in the form of a draft of a corresponding list of 390 items. It is proposed to be approved by a government decision as additions to the List of Historical Settlements of Ukraine. A cartographic visualization of the list of historical villages and settlements is presented with a display of individual criteria for their selection. The main legislative and regulatory, scientific, technical, and educational measures on the future development of the protection and preservation of historical settlements and historical villages are defined.
