Глухівський округ у системі адміністративної реформи 20-х років ХХ ст.

Abstract

У статті проаналізоване становлення сучасного адміністративно-територіального устрою України через призму реформаційних перетворень у системі адміністрування у 20-х роках ХХ ст. та адміністративне, територіальне, соціальне, національне, демографічне місце Глухівського округу у цій системі реформування. Досліджуючи становлення сучасного адміністративно-територіального устрою України, варто звернути увагу на його нинішні проблеми через спектр історії формування сучасних адміністративно-територіальних утворень, що сприятиме уникненню прийняття необдуманих рішень у майбутньому. Переведення у практичну площину завдань адміністративно-територіальної реформи в Україні диктує необхідність уважного вивчення минулого досвіду таких перетворень. У 20-х роках ХХ ст. в УСРР була проведена низка адміністративно-територіальних реформ, покликаних економічними проблемами та скороченням витрат на державний апарат. Однак, вже на початку 30-х років, з утвердженням сталінської тоталітарної влади, в Україні відбувається уніфікація всіх галузей суспільно-політичного життя, що позначилося черговим адміністративно-територіальним реформуванням. У жовтні 1932 р. відновлюється Чернігівська область, до складу якої і увійшла територія колишнього Глухівського округу. Підсумком цієї реформаторської лихоманки стало фактично повернення системи адміністративно-територіального устрою УРСР до системи, яка діяла до революції.

The article analyzes the formation of the modern administrative-territorial system of Ukraine through the prism of reformation changes in the administration system in the 20s of the 20th century. and the administrative, territorial, social, national, demographic place of the Hlukhiv district in this system of reform. Studying the formation of the modern administrative-territorial system of Ukraine, it is worth paying attention to its current problems through the spectrum of the history of the formation of modern administrative-territorial entities, which will help to avoid making rash decisions in the future.Transferring the tasks of administrative and territorial reform in Ukraine into a practical plane dictates the need to carefully study the past experience of such transformations. In the 1920s, a number of administrative and territorial reforms were carried out in the USSR, caused by economic problems and the reduction of expenses for the state apparatus. However, already in the early 1930s, with the establishment of Stalin’s totalitarian power, the unification of all spheres of social and political life took place in Ukraine, which resulted in another administrative and territorial reform. In October 1932, the Chernihiv region was restored, which included the territory of the former Hlukhiv district. The result of this reform fever was actually the return of the system of administrative territorial organization of the Ukrainian SSR to the system that operated before the revolution.
