Модель формування соціально орієнтованого ринкового господарства в Україні та напрями її реалізації

Abstract

Розглянуто необхідність удосконалення системи управління національним господарством, де визначено роль держави в процесі формування соціально орієнтованої ринкової економіки; розроблено модель формування соціально орієнтованого ринкового господарства, яка базується на впровадженні інновацій у фінансово-економічній та соціальній сферах, що дозволить досягти економічного розвитку та підвищення рівня добробуту населення. Ключові слова: соціально орієнтована ринкова економіка, економічний розвиток, підвищення рівня добробуту, індекс людського розвитку.

Рассмотрена необходимость усовершенствования системы управления национальным хозяйством, где определена роль государства в процессе формирования социально ориентированной рыночной экономики; разработана модель формирования социально ориентированного рыночного хозяйства, которая основывается на внедрении инноваций в финансово-экономической и социальной сферах, что позволит достичь экономического развития и повышения уровня благополучия населения. Ключевые слова: социально ориентированная рыночная экономика, экономическое развитие, повышение уровня благополучия, индекс человеческого развития.

In this article the need of improvement of the system of management of the national economy has been considered, where the role of the state in the system of the business community has been defined. The models of socially oriented market economy based on the introduction of innovations in the financial, economic and social spheres have been developed, which will let attaining the economic development and the quality welfare. In the economic sphere the direction of innovation is due to the need to ensure the restructuring of the national economy, namely, the development of high-tech industries; in the financial sector a primary increase in innovative activities in all markets has been prompted, which accumulate the long-term investment resources to the real sector of the economy, namely the stock, currency, credit and insurance markets. The direct innovation in social sector in the development of education and science has been proposed as an intellectual base of innovative development of the national economy. Due to the directions of reform in the financial and economic sectors it has been offered to achieve the implementation of the proposed model of national economy development and certain fundamental goals of social policy. It has been proposed the criteria of high and low level to assess the effectiveness of implementation of the model of formation of socially oriented market economy in Ukraine. The relevance of development program for regional integration as to achieve the most efficient development of the national economy in today's globalized world economy has been proved. Some components of the social effectiveness of the proposed model for value assessment have been recommended.
