Номенклатура податкових органів в УСРР: "Розверстники", продармійці, фінінспектори (1919–1929)

Abstract

Стаття висвітлює номенклатурне забезпечення податкових органів в УСРР, кількісний і персональний склад податківців в системі Наркомпроду і Наркомфіну, їх роль в і місце у формуванні податкової системи. Підкреслено експорт в Україну «кадрів» та практичного досвіду здійснення продподаткової політики, ультимативні вимоги В. Леніна про вивіз продовольства до Москви та Петрограда. Показано номенклатурні переміщення від наркомпродівської системи до податкових органів Наркомфіну, відмінності їхніх повноважень.The article highlights the nomenclature supply of tax authorities in the Ukrainian SSR, the quantitative and personal structure of taxpayers in the system of Narcotic drugs and Narkomfin, their role in and place in the formation of the tax system. Emphasized the export process of «personnel» to Ukraine and practical experience of implementation of the production tax policy, the ultimative demand of V. Lenin of the export of food to Moscow and Petrograd. Discusses nomenclature transition from the Narkomprod to the tax authorities of the People’s Commissariat of Finance, the differences of their powers.
