Децентралізація і регіональні політичні еліти (на прикладі Вінницької області)

Abstract

Реформа децентралізації, яка передбачає передачу значної частини повноважень, ресурсів та відповідальності від органів виконавчої влади органам місцевого самоврядування, є однією з найбільш результативних в Україні. Однак аналіз географічної структури створення ОТГ демонструє нерівномірність процесів децентралізації, яка, найвірогідніше, викликана, з одного боку, особливостями суспільно-політичного та економічного розвитку кожного конкретного регіону, з другого, – інтересами регіональних політичних еліт, що визначають їхню позицію щодо цієї реформи. У ході дослідження з’ясовано, що ключову роль у процесі створення ОТГ відігравали обласні державні адміністрації та обласні ради. Зважаючи на наявні повноваження, вони могли як сприяти, так і перешкоджати проведенню реформи децентралізації. Як засвідчив аналіз ролі регіональних політичних еліт у проведенні децентралізації, існує 3 типи ставлення обласного керівництва до реформи: 1) конструктивна позиція (Дніпропетровська, Житомирська, Запорізька, Хмельницька, Чернігівська області); 2) пасивний спротив (Київська, Одеська, Вінницька і Черкаська області,); 3) активний спротив (Закарпатська область).The decentralization reform, which predetermines the devolution of a considerable part of the powers, resources, and responsibility from the executive authorities to local self-government bodies, is one of the most effective reforms in Ukraine. However, the analysis of the geographical structure of the United Territorial Communities creation demonstrates the disproportionality of the decentralization processes, which is most likely caused by the peculiarities of social, political, and economic development of each particular region; on the other hand, by the interests of regional political elites determining their position concerning this reform. It is revealed that Oblast State Administrations and Regional Councils are of great significance in the creation of the United Territorial Communities. They can both promote and hinder the decentralization reform, taking the present authorities into consideration. According to the analysis of the regional political elites' significance in the decentralization realization, there are three types of the regional leadership attitude to the reform: 1) constructive position (Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Khmelnytskyi, Chernihiv oblasts); 2) passive resistance (Kyiv, Odesa, Vinnytsia, and Cherkasy oblasts); 3) active resistance (Transcarpathian oblast).
