Вплив ICOMOS на розвиток пам’яткоохоронної справи України і світу

Abstract

Статтю присвячено питанням створення і функціонування Міжнародної ради з питань пам’яток і визначних місць (ICOMOS) як міжнародної неурядової організації, що об’єднує фахівців пам’яткоохоронної сфери і сприяє запровадженню в усіх країнах високих стандартів наукової реставрації, пристосування та використання нерухомих пам’яток культурної спадщини та збереження їхнього просторового середовища. На це спрямовано численні міжнародні документи (хартії, рекомендації, директиви, декларації тощо), опрацьовані й ухвалені або ICOMOS, або ICOMOS разом з іншими міжнародними організаціями. Їхній перелік поповнюється майже щороку, відповідно до розвитку пам’яткоохоронної сфери. Все це особливо актуальне для України, яка повинна дати раду сотням (якщо не тисячам) пам’яток, поруйнованих чи пошкодженим внаслідок воєнної агресії РФ проти України. Міжнародна співпраця у цій сфері за участю ICOMOS має стати значною кваліфікованою допомогою для України.The article is devoted to the creation and functioning of the International Council on Monuments and Sites (ICOMOS) as an international nongovernmental organization that unites specialists in the field of monument protection and promotes the introduction of high standards of scientific restoration, adaptation and use of immovable monuments in all countries cultural heritage sites and preservation of their spatial environment. Numerous international documents (charters, recommendations, directives, declarations, etc.) developed and adopted either by ICOMOS or ICOMOS together with other international organizations are aimed at this. Their list is updated almost every year, in accordance with the development of the field of monument protection. All this is especially relevant for Ukraine, which has to take care of hundreds (if not thousands) of monuments destroyed or damaged as a result of the military aggression of the Russian Federation against Ukraine. International cooperation in this area with the participation of ICOMOS should become a significant qualified help for Ukraine. Considering the prospects of further research in the field of monument protection and historical studies, it is possible to express the hope that in the future the influence of ICOMOS on the development of monument protection in Ukraine will be much more effective, the generally recognized methodological principles will be implemented in Ukraine much more fully, and the unique Ukrainian experience of resistance to cultural genocide by the Russian Federation will become a useful asset of world history.
